Senior Procurement Specialist

Progressive Education Service Provider, Develop the Procurement Framework, 12 month Fixed Term Contract, $180,000-$200,000 Package.

The Company:
Quinn Allan are partnering with a leading education service provider to identify and secure an experienced Senior Procurement Specialist. Providing both undergraduate and post graduate education, this progressive organisation are embarking on a period of transformation.

The Role:
Reporting to the Executive Director of Strategy and Finance, you will be responsible for the development of a framework for the procurement function and a review of their policies and procedures in conjunction with recommendations provided in the internal audit findings.  You will also play a key and strategic role in developing a compliant and effective approach towards procurement within the organisation and will assist in the revitalization of the function.
Specifically, you be responsible for;

  • Lead and facilitate the enhancement of the procurement function.
  • Undertake a thorough and comprehensive review of the current procurement process, including policies and procedures.
  • Develop and establish a procurement framework that will address the following:
  • Ensure all external (Government) requirements and standards are incorporated into policies and procedures as required;
  • Enhance contract management systems and develop a contract management policy and procedure;
  • Develop a clear decision matrix to assist staff undertaking and approving procurement;
  • Review the reporting strategy on procurement metrics to establish effectiveness and make recommendations on key strategic improvements;
  • Develop strategies that will leverage procurement opportunities and benefits for the organisation including establishing a training program for all staff members to enhance the knowledge of procurement.
  • Provide strategic commercial and procurement expertise, advice and intelligence to internal stakeholders on procurement activities.

You will have a tertiary qualification in a relevant business discipline and extensive experience in procurement and contracts management. With proven experience working in a public sector procurement environment and with Victorian government procurement frameworks, you will have exemplary communication and negotiation skills. Able to demonstrate previous experience in the development of high value, complex contracts and procurement frameworks, you will also have a proven track record of delivering on strategic contracts and procurement functions. Naturally, you will have highly developed analytical, problem solving and decision making skills. A current police check and a current working with children check card is required.
