Senior Strategic Planner - Social and Affordable Housing

About the Role This position will be responsible for the planning and delivery of key social and affordable housing initiatives to meet the objectives of the City of Greater Geelong’s Social Housing Plan. This involves:
Strengthening the City of Greater Geelong’s policy and Council’s decision making in relation to social and affordable housing that includes mechanisms and targets for the delivery of social and affordable housing within the municipality.
Facilitate the delivery of housing initiatives that increase the provision of social and affordable housing in the municipality, including:
Advocating for and negotiating the inclusion of social and affordable housing in private sector led planning permit and rezoning applications
Negotiating and managing the preparation of s173 agreements for the provision of social and affordable housing;
Identifying suitable strategic development sites for social and affordable housing;
Managing and facilitating the delivery of social and affordable housing in strategic development sites; and
Brokering relationships to support funding and delivery of social and affordable housing outcomes.
Some of the key responsibilities in this role, will include:
Contributing to the implementation of the social housing plan including:
Monitoring the current and future social and affordable housing needs for various cohorts
Establishing requirements for future social and affordable housing provision within the municipality in the planning system
Leading the development of an Increase supply of social and affordable housing in new and established communities
Negotiating and managing section 173 agreements for the inclusion of social and affordable housing requirements
Delivery of social and affordable housing on City owned sites
Facilitating collaborative working practices and partnerships across local government, Victorian Government, housing providers and developers, existing networks and other key stakeholders in relation to social housing to support a coordinated strategic housing system response for the benefit of the community.
Establishing a close working relationship with the Social and Affordable Housing Policy Officer, Healthy Communities Department. Together facilitate collaborative work practices and partnerships across Council with Victorian Government, housing providers, community agencies, support services and developers by linking with existing networks and key stakeholders to support a coordinated strategic housing system response.
Reporting against grant funding as required.
Representing the Planning Delivery unit on internal and external groups as required.
Building and maintaining positive relationships with key internal and external stakeholders and agencies to ensure effective project delivery, coordination and support.
Preparing, reviewing and presenting project briefs, funding submissions, Council reports and briefing papers as required.
Identifying opportunities and solutions to issues that may impact on the operation, direction and activities of the Planning Delivery Unit.
About You To be successful in this role, you will require:
Tertiary qualifications in a relevant discipline (public policy, social policy, urban and regional planning, property or related fields) with several years of subsequent relevant experience or lesser formal qualifications together with extensive relevant experience.
Substantial experience in projects or programs related to the planning and delivery of social and affordable housing initiatives.
Demonstrated experience in the planning and implementation of strategic plans including undertaking research and stakeholder consultation, data analysis, project delivery and review.
Exceptional communications and interpersonal skills including the ability to build strategic relationships, negotiate, work across teams and provide high level advice and support.
Excellent project management skills and demonstrated ability to manage own time and inputs from others to achieve targets within a set timeline.
Demonstrated ability to work autonomously and contribute to a positive team environment.
