Dean & Ling are proud to have been retained by ARTC Inland Rail for this once-in-a-generation project and are seeking applications for the Head of Engineering, a senior leadership role.
The Australian Rail Track Corporation (ARTC) plays a critical role in the national transport supply chain and in the overall economic development of Australia. Managing and operating more than 8,500 km of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, makes ARTC one of Australia's largest rail network owners.
The role of Head of Engineering leads the entire engineering program for Inland Rail project, engaging with all facets and functions to ensure the value delivered by the Program is maximised and program objectives are achieved.
The role provides leadership in project engineering through developing program engineering strategies and frameworks that ensure engineering designs are optimized to enable safe, efficient, and effective construction, commissioning and operation.
Responsible for effective leadership and management of the Inland Rail Engineering organisation, promoting a positive and constructive workplace culture that consistently delivers high quality services.
Responsible for the oversight, coordination and compliance of all engineering activities for the Inland Rail Program. This includes the development, implementation and maintenance of engineering procedures, processes and systems appropriate for the Inland Rail Program that align with, and where applicable build on, established ARTC procedures, processes and systems.
Establish, maintain and govern the engineering framework (engineering strategy, standards, systems and plans) for Inland Rail to ensure engineering is conducted consistently and to a high standard across the program that satisfies requirements and optimises value.
Overarching responsibility for Inland Rail Program scope and whole-of-program engineering and value protection and improvement activities for the Inland Rail Program, including
Ensure the Asset Standards provided by ARTC Technical Standards on behalf of ARTC are applied consistently across the Inland Rail program.
Responsible for engineering assurance, including program Stage Gate Reviews as required by the Program Assurance Framework, assurance reviews on engineering deliverables to ensure compliance with Asset Standards.
Degree qualification in Engineering and relevant industry experience.
Extensive knowledge and strong leadership skills in engineering design, preferably in a heavy haul rail/civil infrastructure environment.
Experience in design management, e.g. as the Engineering Manager of a large multi-disciplinary project engineering team for a global contracting company.
Experience in implementing engineering management frameworks in a matrix organisation and/or infrastructure mega-project.
Experience in implementing value improvement program in a matrix organisation and/or mega-project.
Highly developed leadership, negotiation, influencing, analytical, problem resolution, interpersonal and communication skills.
Demonstrated cost, budget, and project management experience.
