About the NHVR

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately for the heavy vehicle business with government in Australia. 

About the Role

Provide heavy vehicle compliance related information to support the delivery of broader compliance and enforcement operations, intelligence activities, including chain of responsibility investigations and review heavy vehicle monitoring incidents to support management of fatigue in the heavy vehicle industry. 

Key Responsibilities / Accountabilities

  • Review incidents detected through heavy vehicle monitoring systems and prepare evidentiary briefs to assist in the prosecution of contraventions of the Heavy Vehicle National Law and where necessary provide evidence in court.
  • Liaise with operators, drivers and other compliance agencies regarding possible offences detected through heavy vehicle monitoring systems.
  • Undertake investigations into suspected offences detected through heavy vehicle monitoring systems.
  • Use sound judgement in exercising the powers of an Authorised Officer under the HVNL, including issuing directions to operators and drivers to produce records, issuing infringement notices, formal warnings and applying other compliance sanctions.
  • Liaise with colleagues in other jurisdictions regarding potential cross-border compliance issues and incidents detected through heavy vehicle monitoring systems.
  • Undertake periodic surveys to determine accurate travel times between heavy vehicle monitoring sites.
  • Maintain the integrity and accuracy of databases and records and retrieving and archiving information where required.
  • Carry out duties in compliance with the NHVR's Code of Conduct and apply the organisational values by complying with relevant policies, procedures and directives.
  • Undertake training as required and participate in mentoring and other activities to support the professional development of National Compliance Services.

Skills and Capabilities

  • Demonstrated knowledge or the ability to rapidly acquire a sound knowledge of the Heavy Vehicle National Law and associated Regulations, policies and procedures, particularly as they relate to the powers of authorised officers and heavy vehicle driver fatigue management.
  • Demonstrated ability to undertake investigations in a regulatory environment, prepare briefs of evidence and apply appropriate sanctions aimed at improving industry compliance.
  • Demonstrated ability to process high volumes of work with a high degree of accuracy and timeliness.
  • Ability to analyse and synthesise information and provide findings and recommendations in reports and correspondence.
  • Well-developed written and verbal communication skills with ability to present information in a clear logical manner, which is concise and correct.

Qualifications and Experience

Essential to the Role

  • A current drivers license.

Highly Regarded:

  • Experience in a similar role with a knowledge and understanding of HVNL and a working knowledge of the heavy vehicle industry.
