Procurement Manager

Tri-Star is a dynamic and growing family-owned and operated exploration and production company headquartered in Houston, Texas with significant operations managed through our Brisbane, Australia office. Since its establishment in Australia in the early 1990s, Tri-Star has developed into a respected leader in the exploration and development of oil, gas and minerals resources throughout Queensland, Northern Territory and South Australia.

Tri-Star are looking to hire a permanent Procurement Manager to support the business in procurement operations and initiatives, resulting in cost benefits and increased quality by continuing to develop, negotiate and implement sourcing and purchasing strategies, frameworks, policies and procedures for Tri-Star across operations in Australia and Houston. The role will also provide support to the business in managing contracts and relationships with suppliers by assessing the optimal approach for the selection and development of suppliers.

Duties of the role:


  • Consistently administer the Procurement Procedure Across Tri-Stars Australian and US operations, acting as a single point of contact.
  • Support Requestors/Business Leaders in sourcing and delivering all third party goods and services, ensuring compliance with all aspects of the Procurement Procedure, including assisting with the drafting and completion of necessary approvals forms.
  • Develop a Demand Plan of upcoming goods and services to be tendered.
  • Together with the Requestors/Business Leaders, develop sourcing strategies using market knowledge to ensure the sourcing process is best placed to address the specific business requirements.
  • Provide input to the lists of tenderers and oversight of the tender evaluation to ensure fair and objective evaluations are conducted.
  • Take the lead role in procuring, negotiating and drafting contracts working with the Business Leader/Requestor, Legal and other key stakeholders as necessary.
  • Act as the sole and single point of contact for all communications with Tenderers (including issuing notices of intention to award contracts).
  • Provide input to the commercial evaluation to ensure all relevant factors contributing towards cost are evaluated including assessment of risk and ensuring bids are normalised (e.g. potential commercial impact of any contractual exceptions submitted) to ensure full like-for-like comparison.
  • Develop Recommendations to Award for tendering activity and provide support to the Requestor/Business Leader where single source justification is required (where less than 3 bidders). 
  • Where necessary, audit evaluations against Tender Evaluation Plans to ensure fair and accurate assessments are conducted.
  • Support the Business Leader/Requestor post award to ensure contract compliance and appropriate contract change management, where variations or amendments are required.
  • Prepare monthly reports showing performance data relating to procurement activity within the business including but not limited to the number of contracts tendered, number of contracts single sourced, extent of maverick spend during last month and contract value overruns.
  • Working with legal and the Business Leader/Requestor, provide input into all correspondence regarding claims/payment disputes.
  • Work with the Chief Accounting Officer where specialist insurance or tax/trade advice is required to resolve issues for specific contracts.
  • Develop plans to manage stock demand and supply to mitigate project and operational risk of delay or downtime due to lack of materials inventory.
  • Act as secretary to the weekly Procurement Board meeting, circulating all agendas and materials requiring discussion/approval within the specified timeframes.
  • Tendering/review of Tri-Stars insurance policies to ensure best value for money and appropriate coverage across the business.


  • Develop a field asset register
  • Work with the relevant Requestors/Business Leaders and use market intelligence to develop appropriate inventory plans in Australia
  • Work with the relevant Requestors/Business Leaders to ensure safe and efficient supply of materials to the business and manage packaging, loading and moving of materials to end destinations with a focus on operational efficiencies in the transportation of materials to the worksite

What you bring to the role:

  • Degree Qualified or relevant work/industry experience in technical area.
  • Experience in a similar role.
  • Strong engaging/influencing skills
  • Ability to work with/engage all functions across an exploration organisation.
  • Commercial qualifications/experience not essential, but considered favourably.
